Haryana Teachers’ Union Opposes Formation of School Management Committee Units in Every Village

The Haryana Teachers’ Union strongly opposed the government’s alleged breach of promises and its decision to establish School Management Committee (SMC) units in every village. The union submitted a memorandum addressed to the Education Minister through Clerk Manoj Kumar at the Block Education Officer’s office in Sonipat.

Rishikesh, Block President of the Sonipat unit, stated that under the joint platform of the Haryana Education Department Employees Coordination Committee, affiliated with Sarv Karamchari Sangh, the Haryana Teachers’ Union, Fourth Class Employees Union, and HEMSA, employees will hold protests at the block level and submit memorandums to officials until July 25.

District President Narendra Chahal, State Secretary Joginder Singh, and District Secretary Dinesh Chhikara accused the government of using the National Education Policy (NEP) 2020 to systematically weaken the public education structure. They said that the government is repeatedly reneging on agreed demands.

The union claimed that under the pretext of forming SMC units in every village, the government is preparing to merge nearly 5,000 government schools. They also alleged that the government is denying teachers the Assured Career Progression (ACP) benefit by enforcing a 50% marks condition under the 2012 rules. Although teacher transfers were supposed to be completed by April under rationalization, repeated changes have caused delays.

The union demanded that teacher transfers start with primary teachers, guest teachers be included in the transfer drive, promotion lists for all categories of teachers be released, necessary budgets for part-time employees be allocated, irregular employees be regularized, the old pension scheme be reinstated, and income criteria for dependents be removed in medical reimbursement claims.

They further demanded that all clerk-to-assistant posts be filled through promotions. District Auditor Kuldeep Singh, Vice President Anil Kumar, Sunita Kundu, Rohtas Chahal, and Jagdish were present during the memorandum submission.
