बजट में नहीं हुआ किसानों के लिए खुशी का एलान, दल्लेवाल का कान में हुआ दर्द

दातासिंहवाला-खनौरी किसान मोर्चे पर जगजीत सिंह डल्लेवाल जी का आमरण अनशन 68वें दिन जारी रहा, कल सुबह से जगजीत सिंह डल्लेवाल जी के कान में काफी दर्द हो रहा है जिसकी विशेषज्ञ डॉक्टरों की टीम देखरेख कर रही है। किसान नेताओं ने कहा कि आज के बजट को सुनकर किसानों को निराशा हाथ लगी है एवम किसानों की किसी भी उम्मीद पर केंद्र सरकार खरा नहीं उतर पाई। किसान नेताओं ने कहा कि देश में किसानों की आबादी 50% से अधिक है लेकिन पूरे बजट (50,65,345 करोड़ रुपये) में से मात्र (1, 71, 437 करोड़ रुपये) कृषि क्षेत्र को दिया गया जो मात्र 3.38% है।
किसान नेताओं ने कहा कि देश के किसानों की प्रमुख मांग MSP गारंटी कानून है और संयुक्त किसान मोर्चा (गैर-राजनीतिक) एवम किसान मजदूर मोर्चा के नेतृत्व में लगभग 1 साल से चल रहे आंदोलन के दौरान हालिया समय में जगजीत सिंह डल्लेवाल जी का ऐतिहासिक सत्याग्रह पिछले 68 दिनों से चल रहा है जिसे पूरे देश में समर्थन मिल रहा है एवम इस आंदोलन की सबसे प्रमुख मांग भी MSP गारंटी कानून है लेकिन उसके बावजूद हालिया बजट में MSP गारंटी कानून के विषय में केंद्र सरकार ने कोई कदम नहीं उठाया जो बेहद निराशाजनक है।
किसान नेताओं ने कहा कि आज अपने बजट के भाषण में वित्तमंत्री निर्मला सीतारमण जी ने कृषि उत्पादों के विषय में देश को आत्मनिर्भर बनाने एवम फसलों के विविधिकरण की बातें कहीं लेकिन सरकार की तरफ से उसके लिए न तो कोई ठोस रूपरेखा की घोषणा करी गई और न ही बजटीय प्रावधान किया गया।
किसान नेताओं ने कहा कि केंद्र सरकार कह रही है कि वह अगले 4 वर्षों तक तुअर, उड़द एवम मसूर की फसलें नेफेड एवम एनसीसीएफ के माध्यम से MSP पर खरीदेगी जिस से देश दालों के मामले में आत्मनिर्भर बनेगा लेकिन हम केंद्र सरकार से पूछना चाहते हैं कि यदि सरकार दलहन एवम तिलहन में देश को सच में आत्मनिर्भर बनाना चाहती है तो दलहन एवम तिलहन की सभी फसलों को MSP गारंटी कानून के दायरे में क्यों नहीं ला रही है और 4 साल तक की खरीद की लिमिट क्यों लगाई जा रही है? किसान नेताओं ने बताया कि केंद्र सरकार ने पिछले वर्ष 1, 41, 000 करोड़ रुपये से अधिक के खाद्यान तेल एवम 31, 170 करोड़ रुपये से अधिक की दालों का आयात किया, यदि खाद्यान तेल एवम दालों के आयात के लिए खर्च किया गया 1, 72, 170 करोड़ रुपये अपने देश के किसानों को दिया जाए तो MSP गारंटी कानून भी बन जाये, कृषि उत्पादों के मामले में देश आत्मनिर्भर भी बन जाये एवम फसलों का विविधिकरण भी हो जाये।
किसान नेताओं ने कहा कि किसानों की मांग है कि उन्हें कर्जमुक्त किया जाए एवम स्वामीनाथन आयोग के C2+50% फॉर्मूले के अनुसार फसलों की MSP पर खरीद की गारंटी का कानून बनाया जाए ताकि किसानों को भविष्य में कर्ज लेने की जरूरत ही न पड़े लेकिन दूसरी तरफ केंद्र सरकार किसानों की किसान क्रेडिट कार्ड की लिमिट 3 लाख से बढ़ाकर 5 लाख रुपये कर रही है ताकि किसान ओर अधिक कर्जदार हो जाये।
किसान नेताओं ने कहा कि खेती संकट का समाधान किसानों को ओर अधिक कर्जदार बनाने से नहीं बल्कि MSP गारंटी कानून के माध्यम से किसानों को आत्मनिर्भर बनाने से होगा।

The indefinite hunger strike of Jagjit Singh Dallewal at the Daatasinghwala-Khanauri farmers’ protest site has entered its 68th day. Since yesterday morning, Dallewal has been experiencing severe ear pain, and a team of specialist doctors is monitoring his condition.

Farmer leaders expressed disappointment with the Union Budget, stating that it failed to meet farmers' expectations. They pointed out that while more than 50% of India’s population comprises farmers, only ?1,71,437 crore—merely 3.38% of the total budget of ?50,65,345 crore—has been allocated to the agricultural sector.

The leaders reiterated that farmers’ primary demand is a legal guarantee for Minimum Support Price (MSP). The ongoing protest, led by the Samyukta Kisan Morcha (Non-Political) and Kisan Mazdoor Morcha, has gained widespread support, with Dallewal’s historic Satyagraha now running for 68 days. Despite this, the central government has not taken any steps regarding MSP in the latest budget, which the farmers called extremely disappointing.

In her budget speech, Finance Minister Nirmala Sitharaman spoke about making India self-reliant in agricultural products and diversifying crops. However, the farmers criticized the lack of any concrete roadmap or budgetary provisions to achieve these goals.

The government announced that it would procure tur, urad, and masoor dal at MSP through NAFED and NCCF over the next four years to promote self-reliance in pulses. However, farmers questioned why the government is limiting purchases to four years and why all pulses and oilseeds are not included under a legally binding MSP law.

They pointed out that last year, India imported edible oils worth over ?1,41,000 crore and pulses worth ?31,170 crore, totaling ?1,72,170 crore. If this amount were allocated to Indian farmers, the MSP law could be implemented, the country could achieve self-sufficiency in agricultural products, and crop diversification would be possible.

Farmers also demanded debt relief and the implementation of the Swaminathan Commission's C2+50% formula for MSP. Instead, the government has increased the Kisan Credit Card (KCC) loan limit from ?3 lakh to ?5 lakh, which they believe will push farmers further into debt. They emphasized that the solution to the farming crisis lies in making farmers self-reliant through MSP guarantees rather than burdening them with more loans.
