डीसीआरयूएसटी में वित्तीय अनियमितताओं के आरोप, समिति ने जांच के आदेश दिए

हरियाणा विधानसभा की स्वास्थ्य और शिक्षा समिति ने शुक्रवार को मुरथल स्थित दीनबंधु छोटूराम विज्ञान और प्रौद्योगिकी विश्वविद्यालय (डीसीआरयूएसटी) का निरीक्षण किया। इस दौरान विश्वविद्यालय में सुविधाएं देने के नाम पर करोड़ों रुपये की वित्तीय अनियमितताओं के आरोप लगे। समिति के सदस्यों ने इन आरोपों की जांच कराने का निर्देश दिया।

छात्राओं ने विधानसभा समिति के सामने पेयजल, शौचालयों में पानी और बिजली की कमी, और टूटी सड़कों को लेकर गंभीर आरोप लगाए। समिति के अध्यक्ष रामकुमार कश्यप के नेतृत्व में सदस्यों ने डीसीआरयूएसटी का निरीक्षण किया।

समिति ने विश्वविद्यालय प्रशासन और संबंधित अधिकारियों के साथ बैठक कर विश्वविद्यालय में चल रहे विभिन्न पाठ्यक्रमों, विद्यार्थियों को दी जा रही सुविधाओं और अन्य व्यवस्थाओं की समीक्षा की। समिति ने विद्यार्थियों के हित में कुलपति श्रीप्रकाश सिंह से शिक्षा की गुणवत्ता, छात्रावास, पुस्तकालय, प्रयोगशालाएं, खेल सुविधाएं और अन्य शैक्षणिक गतिविधियों की जानकारी ली।

समिति के अध्यक्ष रामकुमार कश्यप के नेतृत्व में विधायकों ने कुलपति से सवाल किए। करोड़ों रुपये के घोटाले की आशंका, खराब सुविधाएं और अव्यवस्थाओं के बीच समिति ने विश्वविद्यालय को दो महीने का अल्टीमेटम दिया और कहा कि अगर खामियां नहीं दूर की गईं, तो कड़ी कार्रवाई की जाएगी। गैर-शैक्षिक कर्मचारियों ने सेवानिवृत्त कर्मचारियों को समय पर लाभ न मिलने की समस्या उठाई।

बंद स्विमिंग पूल और खस्ताहाल सड़कों पर सवाल

समिति के सदस्यों ने सवाल किया कि यूजीसी ग्रांट से 2023 में बने स्विमिंग पूल को अब तक क्यों बंद रखा गया है? इसके अलावा, खस्ताहाल सड़कों पर रातों-रात मिट्टी डालकर मरम्मत किए जाने का मुद्दा उठाया। कुलपति ने 15 दिनों में कार्य शुरू करने का आश्वासन दिया। समिति ने यह भी पूछा कि रूसा ग्रांट से बने टीचिंग कॉम्प्लेक्स का क्या स्थिति है? आपके कार्यकाल में कितने नए कोर्स शुरू हुए, कितने छात्रों की संख्या बढ़ी, कितनी नई किताबें खरीदी गईं, कितनी भर्तियां और पदोन्नतियां हुईं? इन सभी सवालों का जवाब कुलपति से मांगा गया। कई मुद्दों पर लिखित जवाब मांगे गए।

अनुसंधान कार्यों को बढ़ावा देने के निर्देश

चेयरमैन रामकुमार कश्यप ने कहा कि विद्यार्थियों की प्रतिभा, रचनात्मकता और कौशल को बेहतर बनाने के लिए अनुसंधान आधारित गतिविधियों को बढ़ावा दिया जाए। इससे छात्रों का आत्मविश्वास बढ़ेगा, और वे भविष्य की चुनौतियों का सामना करने के लिए तैयार होंगे। उन्होंने कहा कि बच्चों को परियोजना कार्य, प्रयोगात्मक गतिविधियों और नई तकनीकों से जोड़ा जाए। अनुसंधान में सक्रिय भागीदारी के लिए कार्यशालाएं, सेमिनार और इनोवेशन कार्यक्रम आयोजित किए जाएं। स्वीमिंग पूल की मरम्मत एक माह में पूरी करने और व्यायामशालाओं को नियमित रूप से संचालित करने के निर्देश दिए गए।

खामियों को दूर करने के लिए दो माह का समय

समिति के अध्यक्ष ने कहा कि निरीक्षण में सामने आई खामियों को दो महीने में दूर किया जाए। समिति दो महीने बाद पुनः विश्वविद्यालय का निरीक्षण करेगी, और यदि खामियां फिर से मिलीं तो संबंधित के खिलाफ कार्रवाई की जाएगी। समिति ने पौधरोपण कर लड़कियों के हॉस्टल, लैब और स्कूल का निरीक्षण भी किया। निरीक्षण में समिति के सदस्य विधायक इंदुराज नरवाल, रणधीर पनिहार, हरिंद्र सिंह, बलराम डांगी, देवेंद्र हंस, शीशपाल सिंह, हरियाणा विधानसभा के अतिरिक्त सचिव नरेन दत्त, तकनीकी शिक्षा विभाग के महानिदेशक प्रभजोत सिंह, एसडीएम सुभाष चंद्र सहित अन्य संबंधित अधिकारी भी मौजूद थे।

The Haryana Legislative Assembly's Health and Education Committee conducted an inspection of the Deenbandhu Chhotu Ram Science and Technology University (DCRUST) in Murthal on Friday. During the visit, allegations of financial irregularities worth crores, under the guise of providing facilities, were raised. The committee members have instructed an investigation into these allegations.

Female students presented serious concerns about issues such as drinking water, the lack of water and electricity in toilets, and poorly maintained roads in front of the committee members. Led by Committee Chairman Ramkumar Kashyap, the members reviewed the various courses offered at the university and the facilities available to students, among other administrative matters.

The committee also spoke with the Vice Chancellor, Shri Prakash Singh, to assess the quality of education, the status of hostels, libraries, laboratories, sports facilities, and other academic activities. The members, under the leadership of Chairman Ramkumar Kashyap, raised several questions regarding the university's performance, especially in light of suspicions of a financial scam, poor facilities, and mismanagement. They gave a two-month ultimatum to the administration, stating that if the deficiencies were not addressed, strict action would follow.

Non-teaching staff raised issues about delayed benefits for retired employees, and questions were raised regarding the closed swimming pool funded by the UGC grant, which had remained non-operational since 2023. Members also pointed out the patchwork repairs of roads with dirt and rubble. The Vice Chancellor assured that work would begin within 15 days. The committee also questioned the status of the teaching complex funded by the RUSA grant, as well as the number of new courses, students, books purchased, and faculty recruitments and promotions during the Vice Chancellor's tenure. Written responses were demanded for several issues.

Instructions for Promoting Research Activities

Chairman Ramkumar Kashyap stressed the importance of promoting research-based activities to enhance students' talents, creativity, and skills. He suggested that such initiatives would not only boost students' self-confidence and knowledge but also prepare them for future challenges. He emphasized incorporating project work, experimental activities, and new technologies. The committee recommended organizing workshops, seminars, and innovation programs to actively engage students in research. Additionally, the swimming pool's repair should be completed within a month, and gym facilities should be regularly operational.

Two-Month Deadline to Address Deficiencies

The Chairman announced a two-month deadline to address the issues identified during the inspection. The committee will conduct another inspection after two months, and if the deficiencies are not rectified, appropriate action will be taken. The committee also inspected the girls' hostel, laboratories, and school facilities, following a plantation drive. Committee members present during the inspection included MLAs Induraj Narwal, Randhir Panihar, Harinder Singh, Balram Dangi, Devender Hans, Sheeshpal Singh, Haryana Assembly’s Additional Secretary Naren Dutt, Director General of Technical Education Prabhjot Singh, SDM Subhash Chandra, and other relevant officials.
