महामहिम राज्यपाल का अभिभाषण: हरियाणा सरकार की विकास यात्रा

हरियाणा विधानसभा के 15वें बजट सत्र में महामहिम राज्यपाल बंडारू दत्तात्रेय ने अपने अभिभाषण में प्रदेश सरकार की उपलब्धियों और योजनाओं पर प्रकाश डाला। उन्होंने गणतंत्र के 75 वर्ष पूरे होने के उपलक्ष्य में चलाए जा रहे 'हमारा संविधान-हमारा स्वाभिमान' अभियान का उल्लेख किया और संविधान निर्माण में बाबा साहेब भीमराव अंबेडकर व संविधान सभा के अन्य सदस्यों के योगदान को नमन किया।

उन्होंने सरदार वल्लभभाई पटेल की 150वीं जयंती और पूर्व प्रधानमंत्री अटल बिहारी वाजपेयी की जन्म शताब्दी पर श्रद्धांजलि अर्पित की।

तेजी से हो रहा विकास

राज्यपाल ने कहा कि सरकार अपने तीसरे कार्यकाल में योजनाओं को तीन गुना गति से लागू कर रही है। अनुसूचित जातियों के आरक्षण को दो वर्गों में विभाजित किया गया है, वहीं पिछड़ा वर्ग-बी को पंचायती राज संस्थाओं और शहरी निकायों में आरक्षण दिया गया है।

कम आय वाले परिवारों के वरिष्ठ नागरिकों को ‘मुख्यमंत्री तीर्थ यात्रा योजना’ के तहत अयोध्या और प्रयागराज महाकुंभ में संगम स्नान करवाया गया। ‘हैप्पी योजना’ के तहत 11.64 लाख से अधिक लोगों ने अब तक 42.14 करोड़ किलोमीटर की मुफ्त यात्रा की।

गरीबों और किसानों के लिए योजनाएं

‘हर घर-हर गृहिणी’ योजना: 13 लाख से अधिक गरीब परिवारों को 500 रुपये में गैस सिलेंडर दिए गए।

प्रधानमंत्री आवास योजना-शहरी 2.0: 52,288 आवेदकों का पंजीकरण किया गया।

‘मुख्यमंत्री ग्रामीण आवास योजना’: 62 गांवों में 100-100 गज के और महाग्रामों में 50-50 गज के 4,533 प्लॉट दिए गए।

सामाजिक सुरक्षा पेंशन: 5.43 लाख लाभार्थियों को 1,093.40 करोड़ रुपये की राशि सीधे उनके बैंक खातों में दी गई।

श्रमिकों के लिए वित्तीय सहायता: 7.4 लाख श्रमिकों को 1,476 करोड़ रुपये की सहायता दी गई, जबकि NCR क्षेत्र में ‘ग्रेप-4’ लागू होने से प्रभावित 6.54 लाख श्रमिकों को 265 करोड़ रुपये दिए गए।

‘पी.एम. किसान सम्मान निधि योजना’: 20.24 लाख किसानों को 6,563 करोड़ रुपये वितरित किए गए।

कृषि क्षेत्र में सुधार

हरियाणा देश का एकमात्र राज्य है जहां न्यूनतम समर्थन मूल्य (MSP) पर सभी 24 फसलें खरीदी जाती हैं। सरकार ने ई-खरीद पोर्टल के माध्यम से 12 लाख किसानों के खातों में 1,25,000 करोड़ रुपये जमा किए।

प्रधानमंत्री फसल बीमा योजना: 34.57 लाख किसानों को 8,732 करोड़ रुपये के दावों का भुगतान किया गया।

‘मेरा पानी-मेरी विरासत’ योजना: 1.28 लाख किसानों को 147.45 करोड़ रुपये की सहायता दी गई।

‘मुख्यमंत्री बागवानी बीमा योजना’: 46 बागवानी फसलों को शामिल किया गया, जिसमें सब्जियों और मसालों के लिए 30,000 रुपये प्रति एकड़ तथा फलों के लिए 40,000 रुपये प्रति एकड़ तक मुआवजा तय किया गया।

हरियाणा सरकार अपनी विभिन्न योजनाओं के माध्यम से प्रदेश के नागरिकों के विकास के लिए प्रतिबद्ध है।

In the 15th budget session of the Haryana Assembly, Honorable Governor Bandaru Dattatreya highlighted the achievements and initiatives of the state government in his address. He mentioned the nationwide campaign 'Our Constitution - Our Pride,' launched to commemorate 75 years of the Republic, and paid tribute to Dr. B.R. Ambedkar and other members of the Constituent Assembly for their contributions.

He also paid homage to Sardar Vallabhbhai Patel on his 150th birth anniversary and former Prime Minister Atal Bihari Vajpayee on his centenary birth year.

Rapid Development in Progress

The Governor stated that the government is implementing its commitments at three times the speed in its third term. The reservation for Scheduled Castes has been divided into two categories, while the Backward Class-B has been granted reservations in Panchayati Raj institutions and urban local bodies.

Senior citizens from low-income families were taken to Ayodhya and the Prayagraj Mahakumbh for a holy dip under the ‘Mukhyamantri Teerth Yatra Yojana.’ Under the ‘Happy Yojana,’ more than 11.64 lakh people have availed free travel covering a total distance of 42.14 crore kilometers.

Schemes for the Poor and Farmers

‘Har Ghar-Har Grihini’ Yojana: Over 13 lakh poor families received gas cylinders for ?500 per month.

Pradhan Mantri Awas Yojana - Urban 2.0: 52,288 applicants have been registered.

‘Mukhyamantri Gramin Awas Yojana’: 4,533 plots of 100 square yards each were allocated in 62 villages, and 50-square-yard plots in mega villages.

Social Security Pension: ?1,093.40 crore was directly transferred to the bank accounts of 5.43 lakh beneficiaries.

Financial Assistance for Workers: 7.4 lakh laborers received financial aid of ?1,476 crore, while 6.54 lakh workers affected by the implementation of ‘GRAP-4’ in the NCR region received ?265 crore.

‘PM Kisan Samman Nidhi Yojana’: 20.24 lakh farmers have received ?6,563 crore so far.

Agricultural Reforms

Haryana is the only state in India where all 24 crops are purchased at the Minimum Support Price (MSP). The government has deposited ?1,25,000 crore into the accounts of 12 lakh farmers through the e-procurement portal.

Pradhan Mantri Fasal Bima Yojana: 34.57 lakh farmers have received insurance claims worth ?8,732 crore.

‘Mera Pani - Meri Virasat’ Yojana: 1.28 lakh farmers received financial assistance of ?147.45 crore.

‘Mukhyamantri Bagwani Bima Yojana’: 46 horticultural crops were included, with compensation of ?30,000 per acre for vegetables and spices and ?40,000 per acre for fruits.
