लावारिस कुत्तों का बढ़ता आतंक: एक साल में 2125 लोग बने शिकार

शहर में घूम रहे लावारिस कुत्ते लोगों के लिए बड़ी परेशानी बन गए हैं। मॉडल टाउन, आठ मरला सहित लगभग हर क्षेत्र में झुंड के रूप में कुत्ते घूमते दिखाई देते हैं। स्थिति इतनी भयावह है कि बीते एक साल में 2125 लोगों को कुत्ते काट चुके हैं।

नगर निगम क्षेत्र में लगभग 17 हजार आवारा कुत्ते हैं, जिनमें से केवल 4800 की ही नसबंदी हो पाई है। नसबंदी का कार्य रुक जाने से इनकी संख्या लगातार बढ़ रही है। गलियों से लेकर मुख्य सड़कों तक कुत्तों का आतंक फैल चुका है। कई बार ये कुत्ते राह चलते लोगों या दोपहिया वाहन चालकों पर हमला कर देते हैं, जिससे हादसे भी हो रहे हैं।

हर दिन 30 से 35 नए कुत्ता काटने के मामले सामने आ रहे हैं, जिससे लोगों में दहशत का माहौल है। यदि कुत्तों की संख्या पर जल्द नियंत्रण नहीं पाया गया तो स्थिति और गंभीर हो सकती है।

नसबंदी का कार्य ठप

नगर निगम ने कुत्तों की नसबंदी के लिए जो एजेंसी नियुक्त की थी, उसका टेंडर 28 अक्तूबर को खत्म हो गया है। इसके बाद से नसबंदी का कार्य बंद है। सुप्रीम कोर्ट के आदेश के बावजूद कुत्ते पकड़ने का अभियान शुरू नहीं हुआ है। मुरथल रोड स्थित आश्रय स्थल की व्यवस्था होने के बावजूद वहां कुत्तों को ले जाने की कार्रवाई नहीं की जा रही।

रेबीज का डर अब भी कायम

कुत्तों के काटने के बाद लोगों में रेबीज होने का भय बना रहता है। सरकारी अस्पताल में एक इंजेक्शन की कीमत ₹100 है, लेकिन अगर इंजेक्शन न मिले तो निजी अस्पताल में यही ₹400 तक खर्च पड़ता है। मरीज को चार टीके लगवाना अनिवार्य होता है।

पीड़ितों की आपबीती

जानकी देवी, अशोक विहार गली नंबर-2 की निवासी, 10 अगस्त को दूध लेने जा रही थीं जब कुत्ते ने उन्हें गंभीर रूप से काट लिया। स्थानीय अस्पताल में एंटी रेबीज सीरम (ARS) न होने पर उन्हें दिल्ली नरेला भेजा गया।
गुंजन (मोहान नगर) ने बताया, “मुझे भी एक बार कुत्ते ने काटा था। अस्पताल में भर्ती होना पड़ा था, लेकिन अगस्त में सीरम उपलब्ध नहीं था।”
गुड़िया (भरतपुरी) ने कहा कि नगर निगम को सुप्रीम कोर्ट के आदेश पर जल्द कुत्तों को पकड़कर आश्रय स्थल में छोड़ना चाहिए।
साजिद (तारा नगर) और सज्जन कुमार (भगतपुरा) ने सुझाव दिया कि पहले खूंखार कुत्तों को पकड़ा जाए ताकि लोगों को राहत मिल सके।

नगर निगम के मुख्य सफाई निरीक्षक साहब सिंह ने बताया कि नया टेंडर जारी करने की प्रक्रिया जारी है और जल्द ही नसबंदी का कार्य फिर शुरू किया जाएगा।

बरतें ये सावधानियां

घाव को साबुन और पानी से कम से कम पांच मिनट तक धोएं।
पहली एंटी रेबीज वैक्सीन (ARV) जल्द लगवाएं।
तीसरे, सातवें और 28वें दिन बाकी तीन डोज लगवाएं।
घाव गहरा हो तो तुरंत इम्युनोग्लोबिन इंजेक्शन लगवाएं।
जिस कुत्ते ने काटा है, उस पर नजर रखें; उसकी मौत होने पर इलाज में लापरवाही न करें।

Stray dogs roaming across the city have become a major concern for residents. Hardly any area remains unaffected — from Model Town to Aath Marla, packs of stray dogs can be seen everywhere. The situation is alarming: within the last year, 2,125 people have been bitten or injured by dogs.

According to municipal data, there are around 17,000 stray dogs within the municipal limits, but only 4,800 have been sterilized so far. With sterilization efforts stalled, the stray dog population continues to grow, spreading fear on the streets. These dogs often chase two-wheeler riders and sometimes attack pedestrians, resulting in several injuries and accidents.

On average, 30 to 35 dog bite cases are being reported daily in the city. Experts warn that if timely control measures are not taken, the situation may worsen further.

Sterilization Program on Hold

The sterilization tender given by the Municipal Corporation expired on October 28, and the process has since been halted. Despite Supreme Court directives, dog-catching operations have not resumed. Even though there is a shelter facility on Murthal Road, no effective action is being taken to relocate stray dogs.

Fear of Rabies Still Looms

Dog bite victims constantly fear rabies infection, and treatment costs remain high. In government hospitals, each anti-rabies vaccine costs ?100, but if unavailable, private hospitals charge up to ?400 per dose. A patient typically requires four injections for full treatment.

Victims Speak

Janaki Devi from Ashok Vihar was attacked by a dog on August 10 while going to buy milk. She was seriously injured and referred to Delhi’s Narela Hospital after the local hospital ran out of anti-rabies serum.
Gunjan from Mohan Nagar shared, “I was bitten once and had to be hospitalized. The district hospital didn’t even have anti-rabies serum in August.”
Residents from Bharatpuri, Tara Nagar, and Bhagatpura have urged authorities to capture the aggressive dogs first and ensure sterilization resumes soon.

Municipal officials said the new sterilization tender process is underway and will be allotted shortly.

Precautionary Measures

Wash wounds with soap and water for at least five minutes.
Get the first anti-rabies vaccine (ARV) immediately.
Take booster doses on the 3rd, 7th, and 28th days.
In severe cases, take immunoglobulin injections.
Keep the dog under observation; if it dies, seek immediate medical attention.
